We have the honour to sēknowledge the receipt

of your letter of the 22nd. instant, (No. 4020/1912), and we are pleased to note therefrom that His Excellency the Governor is at present in communication with His Britannic Majesty's Consul- -General at Manila in connection with Opium smuggling between Hong- -kong and the Philippines, and we await with interest your further

advices.

In the case of the S. 3. "Loongsang" the penalty imposed on the steamer was Pasos 1,000.00, which brings the total of fines inflicted upon the three regular Shipping Companies during the last three years to Pesos 10,200.00.
